Abstract


This paper is to report a descriptive study which investigates the function of English Speaking Volunteers (ESV) program as an attempt to create English Speaking Environment. This program is applied in Speaking classes, conducted at The Institute of Teachers Training: IKIP PGRI Semarang, Central Java, Indonesia. ESV is a program to enforce students to speak English in Speaking subject. This study focuses on whether or not problems encountered in carrying out the ESV program, the effects of applying ESV to students and the teaching-learning process in the Speaking I classes. This study puts a deep concern on how difficult to make students to be willing to speak English in Speaking class.  The data gathered by means of questionnaire, interview and classroom observation. Students from two classes; 2A and 2D in the second semester participated as the research subjects. All students in those classes are offered to participate to be ESVs and the rule is to speak English during the Speaking lecture.
