SCHOOL GOVERNANCE AS AN EFFORT TO DEVELOP A LOCAL WISDOM-BASED EDUCATION

Abstract


This article aims to describe and to analyze the notion about the decentralization of education that based on local wisdom through the implementation of school-based management. The results of this research showed that the implementation of good school governance in SMA Kristen 1 Salatiga has been greatly hindered by three primary problems, they are: (1) inadequate means and facilities for local wisdom-based education, (2) dominant role of the state, and (3) participation of the school community (teachers, staffs, students and parents). From some functions in the decentralization implementation, which unfortunately have not been operated to its maximum capacity, such as program planning and evaluation, curriculum management, equipment and supplies management, teaching process management, financial management, and school and community relations, SMA Kristen 1 Salatiga demonstrated a poor performance in carrying out functions of workforce management, student service and school climate management. As for community participation in educational practices in SMA Kristen 1 Salatiga, the only observable program was to finance the honorer (paid in stipend) staff.
