Abstract


The results of the PPKN recent  more make smart students, memorize facts, concepts and events, but dry and not meaningful for students real life. Not visible manifestation PPKn learning results that show students can practice the values ​​and multicultural skills in school life, society and the state. Whereas the world of education in the 21st century faces a variety of challenges, including the need to understand the issues and global issues such as cultural diversity, political, economic and social culture, conflict and peace, interdependence among nations in the world, human rights, migration of people and so forth , In order for education in Indonesia can address the challenges of the 21st century it must consider many aspects, such as the learning process, teachers, students and curriculum that includes multicultural education in each subject. This study aims to develop a model based PPKn multicultural learning in high school. This study uses two approaches to qualitative and quantitative research design research and development (R & D). The study was conducted by four stages: (1) Analysis of needs (Need Assessment) through the study of literature and field / empirical (2) the development of models and expert judgment (3) testing and refinement of the model, and (4) Diseminasi. Pengumpulan data by interview, observation, documentation, questionnaire. Analysis of the data by using descriptive qualitative combined with quantitative descriptive and t test and F-test using SPSS
