Abstract: Inclusive education paradigm that is the solution of educational equity encourages the various regions to support this implementation by making policies that all schools should be willing to accept all students and to prioritize the closest distance from where they live. Teachers will be faced with a variety of student characteristics in their classes, but many teachers still assume that the abilities and characteristics of all students are the same. The purpose of this research is to describe how the implementation of learning in inclusive elementary school of Yogyakarta. The research method is descriptive qualitative. The research population iselementary school in Yogyakarta. The sample is determined by purposive sampling technique based on the characteristics of the school so that 5 inclusive elementary schools in Yogyakartaare obtained. The results show that most of the inclusive elementary schools in Yogyakarta have not implemented learning in accordance with the principles of learning in inclusive class. Class activities are not planned according to the needs of learners, lack of participation of all learners, and not yet minimize the barriers of learners. It shows that teachers' understanding of learning planning to accommodate all the characteristics of learners still needs to be improved.
