The aim of this study is to develop learning resource of blended learning to increase the students’ soft skills and teaching skills correspondingly. This study is Research and Development (R & D) which is divided into five phases: 1. preliminary study and theoretical review; 2. the development of learning resources; 3. expert validation of the contents of learning resource and the design of Blended Learning process; 4. validation of construct of learning resource; 5. large-scale test. Phase 1-3 was conducted in the first year, while phase 4 and 5 in the second year. The result shows that the contents and the design of learning resources are significantly valid to improve students’ soft skills and teaching skills. The expert validation reveals that the mean assessment is 68 out of maximum score, 80. It means that the contents and the design of learning sources can be implemented. At the first year, the outcome of this study was 1) the contents of learning resources (e-learning materials, films, and a website: www.softelblend.com as an on-line learning interaction guidance), and 2) the design of Blended Learning process.
