Abstract


Indonesia needs to prepare the quality of human resources to face ASEAN Economic Community. Quality of human resources in Indonesia on the area of the forefront, outermost, and backward (3T) are still low. Low quality of human resources due to low quality of the education, especially lack of teachers. Data shows that the number of unsuccessful national exam year 2014 on the area of the forefront, outermost, and backward was higher than on Java. Lack of human resources, natural resources potential, and strategic trade area on the area of the forefront, outermost, and backward make ASEAN countries vulnerable controls these area. One of the solutions to overcome the lack of education quality in 3T through the development of educational management. It can adopt the concept of Finland education. Based on the results of the PISA survey in 2007 Finland is the country with the best quality of education in the world. The key to success of education in Finland is the seriousness of the government in the education sector and the quality of its teachers. Indonesia can adopt this concept to develop management of education through transmigration teacher program. Transmigration teacher program aims to meet the needs of teachers on the area of the forefront, outermost, and backward. Teachers transmigrate from Java to Sumatra and Kalimantan because Java has higher education quality. It will solve the educational equity gap, improving the quality of human resources in the areas of education on the area of the forefront, outermost, and backward are still low.
